Dr. Shelby Feliciano-Sabala Appointed to Orange County Continuum of Care Board
Costa Mesa, CA : January 2026 Project Hope Alliance (PHA) is proud to announce that Dr. Shelby Feliciano-Sabala, Chief Partnership Officer at Project Hope Alliance, has been appointed as a board member of the Orange County Continuum of Care (OC CoC), a collaborative network dedicated to preventing and ending homelessness throughout Orange County.
Orange County Continuum of Care is a federally recognized planning body that brings together nonprofit organizations, local governments, public agencies, housing providers, and community stakeholders. The CoC coordinates housing and supportive services for people experiencing homelessness, oversees regional strategy and funding aligned with U.S. Department of Housing and Urban Development (HUD) priorities, and works to improve system performance, equity, and outcomes across the homelessness response system.

In her role at PHA, Shelby oversees the development and implementation of programming, public and private partnerships, and data design, collection, and analysis with the focus on ensuring that children and youth experiencing homelessness have the resources and support needed to thrive. Shelby received her doctorate in Educational Leadership at Cal State Long Beach and her master’s in social work at University of Washington, focusing on community centered integrative practice. As a social worker and former AmeriCorps member, she is passionate about the importance of community engagement, creating sustainable systems change, and intentional collaboration.
Dr. Feliciano-Sabala’s appointment further strengthens the connection between education-focused homelessness prevention efforts and the broader countywide response, reinforcing the importance of collaboration across systems to achieve lasting change.
